DSS will deposit Summer Pandemic EBT food benefits onto the existing EBT accounts on September 26, 2021. For nearly 4,000 families that previously did not receive a Pandemic EBT card, new EBT cards will be mailed on September 24, 2021, and will arrive with instructions on how to activate them and access the food benefits. The Pandemic Electronic Benefits Transfer (P-EBT) program is administered and supported by the Virginia Department of Social Services. The program provides food benefits to families of school aged children who no longer have access to free or reduced priced meals. To be eligible for P-EBT, the household must include a student who was participating in the free or reduced priced meals program on or after Monday, March 16, 2020. For eligible non-SNAP families, states will need to develop plans based off of available data and existing systems.
Michigan and Rhode Island's plans include data-sharing between the child nutrition and SNAP agency to cross-reference school meals eligibility against existing SNAP cases in order to identify non-SNAP households. Eligible households include those with children certified to receive free or reduced-price school meals and children who attend schools that offer free school meals to all students. Schools must be closed for five or more consecutive days for families to participate. Your school district must participate in the National School Lunch Program and your child must be approved to receive free or reduced-price school meals.
Even if your district is providing free meals to all students because of the pandemic, you should still complete the application. This does not apply to students in schools that provide free meals for students during normal times . The State of Alaska's application is in pending status but we anticipate P-EBT benefits to be issued this spring.
When you are approved for certain benefits, you will be issued a New Mexico Electronic Benefits Transfer Card . Each month your benefit amount will be deposited into your EBT account. If you receive Supplemental Nutrition Assistance Program benefits , you can use your card to purchase qualified food items at any participating grocer. If you are eligible for Cash benefits, you can use your card to withdraw your benefits at ATMs throughout New Mexico or pay for purchases at participating grocers. This is the last distribution in the current round of $112.8 million in food benefits going to approximately 275,450 schoolchildren through the federal 'Pandemic EBT' (or P-EBT) program. DSS expects to begin a second round of P-EBT benefits to all eligible families in August.
The benefits will be issued to the EBT cards of all families who received benefits in the first round. States also should carefully consider how families who are newly eligible for P-EBT will be able to access the program's benefits. These families would be applying for free school meals if schools were open and able to accept free school meals applications. Promote SNAP, as well as encourage the processing of school meals applications, and then link the newly eligible families to P-EBT.
P-EBT benefits may be used to purchase SNAP-eligible food items at stores that accept EBT cards. The benefits are available for 365 days from the issue date and are non-transferable. If a child is eligible they should have received notification in the mail and the money will be delivered electronically. The money will be deposited into a household's SNAP account or a P-EBT card that will be received in the mail. The cards and benefits will be issued to students from July 22 to July 29.

Participation in grab-and-go or other meal programs (e.g., SNAP, WIC) does not affect a child's eligibility for P-EBT. If the student is eligible for free or reduced-price school meals and was on a virtual or hybrid (partially computer-based and partially in person) learning schedule, they are eligible for P-EBT. P-EBT provides food supports to help families with children who were receiving free and reduced-price school meals pay for food. IDHS has been working closely with the Illinois State Board of Education to ensure names of eligible students have been issued P-EBT cards in a timely manner. IDHS would like to address the issuance of these cards, as Illinois families might have questions if they have received a card and had no expectation of its arrival.
If your child has received their card, IDHS would like to assure Illinois families that these cards were issued intentionally and generated based on certain eligibility criteria. Eligible families already participating in the Supplemental Nutrition Assistance Program may have P-EBT benefits for school age children automatically loaded on their current EBT card starting in late May. Eligible families with children under the age of 6 participating in SNAP can expect to have P-EBT benefits automatically loaded on their current or old EBT card starting in early September. If you want to purchase eligible food items with your SNAP benefits, and the POS machine is not working or there is not one at the store, the cashier will fill out a paper form called a food benefit voucher. The cashier will write in your EBT card number and the amount you are spending. The cashier will call to see if you have enough benefits in your SNAP benefit account to buy the food.
If there is enough in your SNAP benefit account, you will be asked to sign the voucher and will be given a copy of it. It is very important to keep this copy so you can subtract what you spent from the balance shown on your last EBT receipt. The store cannot process a manual voucher for Cash benefits. P-EBT provides nutrition benefits to families who lost access to free or reduced-price school meals due to reduced school days or closures during the COVID-19 pandemic. As of August 2021, P-EBT benefits for September 2020 through June 2021 are being issued on an ongoing basis.
Benefits will go to students who were eligible for free- or reduced-price school meals last school year and were attending schools with a remote or hybrid learning schedule. After October/November P-EBT is issued, DTA will issue ongoing P-EBT to eligible households. The child has not received free or reduced-price meals at the school because the school is closed or has been operating with reduced attendance or hours for at least 5 consecutive days in the current school year. Once the minimum 5 consecutive day threshold is met, children are eligible to receive P-EBT benefits for closures or reductions in hours due to COVID-19. This includes virtual and hybrid (partially computer-based and partially in person) learning schedules. Eligible students will receive money on a new or existing EBT card to help fill the school meals gap. The average benefit will be $10.99/virtual school day per student based on the predominate learning model of each participating school site (i.e. remote, in-person, and hybrid).

Due to the COVID-19 pandemic, students who normally get free or reduced-price school meals at school may be eligible for a program to help your family buy groceries. The P-EBT benefits will be electronically placed on the EBT card and can be used to purchase eligible food items at local and online retail stores. Only eligible food items can be purchased with SNAP or MFIP food benefits. An alternative payment method will need to be used to pay for delivery fees.
To make online EBT purchases at Aldi, visit shop.aldi.us and enter your zip code. If there are delivery or pick-up options in your area, you will be prompted to create an Instacart account or sign in. Once an Instacart customer profile is created, customers can enter their EBT card information as a form of payment in their profile, and can begin shopping and selecting items from Aldi's EBT SNAP-eligible products. Eligibility is determined on a month-by-month basis, based on the information the child's school reports to DCFS about the child's learning model. If a child's learning schedule changes (e.g., from virtual to hybrid, vice versa, or to in-person), their eligibility and benefit level also will change.
As benefits are issued, parents can see their child's eligibility status by month in the P-EBT Parent Portal. For each month that a child is listed as "eligible" in the Parent Portal, they will receive benefits for that month. Students that receive P-EBT benefits can continue to access school meals and are highly encouraged to do so. Altogether, the number of children being served through the P-EBT program in Connecticut is approximately 275,450 in 206,450 households. The number includes 273,251 public school students and 2,204 private school students who participate in the free or reduced-price meals program. The Nutrition Assistance EBT card can be used at any vendor that accepts EBT. Locations may include grocery stores, convenience stores, and some farmers markets. The cost of items that are allowed to be purchased using Nutrition Assistance are deducted from Nutrition Assistance benefits during purchase.
Items that are not allowed must be paid for separately. Some restaurants that participate in the Restaurant Meals Program also accept EBT for certain people that are allowed to purchase prepared meals. Families eligible for Pandemic EBT may receive a pre-loaded Electronic Benefits Transfer card that can be used to purchase groceries at many grocers and convenience stores where Quest and SNAP EBT are accepted.
Households currently receiving Nutrition Assistance and/or Cash Assistance benefits will have this additional benefit added to their existing EBT cards. Households that received P-EBT benefits in 2020 will have additional benefits added to their previously issued P-EBT card. Summer 2021 P-EBT benefits began processing on Nov. 28, 2021.
